I'm not overly comfortable with Wn Shi Tong knowing too much about my character, but hes free to know about certain aspects of her world and some basic knowledge that she'd openly tell people anyway, like that she's a treasure hunter and magic user.
I'm also open to him finding some of Norma's Relares notes and basic translation guides in the library, since she does add some of her own copied notes to it and leaves scraps of her work in the library on occasion. He'll have a darn hard time being a pro at deciphering it (it's canonly the hardest language to transcribe/translate in the game), but he can have an idea and basic understanding of the language from what he finds. Norma's a pro at translating it, but her notes are...well.

Perona | One Piece
Sorry to say, but Wan Shi Tong will not be allowed to know anything about Perona as a character. She doesn't give out information about herself very much aside from basic knowledge (that she's a pirate and comes from the Grand Line). She's considered one of the Mysterious Four in canon back when she was still a member of Gekko Moria's crew - and not many people know about the full effect of her Devil Fruit Powers or anything. She keeps all that on the down-low because it devalues her strength and scare tactics.
Pretty much if Wan Shi Tong wants information, all he'll probably get is information on sailing, navigation, and very basic meteorology info (reading the clouds, winds, etc.). He'll also be granted a wide knowledge on ghost and horror stories that could make him lay an egg in fear, no doubt. But for any of this, he'd probably have to ask Perona right off the bat. Being a pirate, she doesn't divulge information without a price or a reason, no matter how trivial the info might be.
