Chapter One - The Library Dictator [Video]

[Now that things seem to have gone back to relative normalcy here in the land of Luceti, Wan Shi Tong decides that it is time to introduce himself to the community. Thus there will be a video feed of a very tall owl as he stands over his journal.]

Greetings citizens of Luceti, I am Wan Shi Tong, he who knows ten thousand things.

Due to my abduction from my own world and library, I have commandeered the one within this village. I will be the sole authority of the collection from this point on, and as such, there are a few new rules.

First of all, anyone who wishes to use the library must first offer new knowledge to add to the collection.

Secondly, none of the material within can be used for malicious intent. There is no exception to this. I do not care how noble your cause may be, whether it is against each other or our captors here.

Finally, I will no longer allow any materials to be removed from the building.

If these rules are not followed, there will be consequences.

Also, in regards to the last rule, all outstanding books and media must be returned for inventory. If you do not comply, I will send my assistants to retrieve them.

That is all.

[He sighs. This is actually more familiar than he'd care to admit. When certain villains had found out other worlds existed, they used that knowledge to hurt people. That was why Master Yensid had made that rule in the first place, that people shouldn't know other worlds exist.

And yet...]

I don't like bein' the one ta tell ya this, but there are always gunna be some bad people bent on destroyin' each other. Just because they can't take the books, doesn't mean they can't take out what they learned. But there's always the good folks who will use that same knowledge, and understand what the enemy's gunna do, in order ta stop it.

I doubt I'm gunna change yer mind there, but humans can be both bad and good, just the same as any owl can be bad or good, or any mouse can be bad or good. I just don't like the idea of distrustin' em all.

I am a spirit who has lived for centuries and studied human behavior since they first existed. I am well aware of this fact. However even the best intentions can cause harm. Restricting them will not stop their savage ways but it will limit them. I will not be held responsible for empowering destruction. Be it in the name of good or evil, it makes no difference.

[And she looks up, eyes flashing. The answer to this question is by far the most pressing.]

First and foremost, the previous caretaker. Did he agree to allow your takeover, or did you force him to do so? Do not lie, I will ask him when I return home for confirmation.

To what end? So that you can destroy them or the materials you took?

[Vegeta plz. What do you take him for?]

[Wan Shi Tong regards her impassively.]

And if I did, would you destroy me as the humans would? I assure you that he was most cooperative. There was no need to use force. In fact he is one of my assistants.

[She nods once, and her body shimmers, taking it's natural form instead of the mask of humanity. She's now of a height with Wan Shi Tong, eyes an electric blue. There's no reason to bother with pretense.]

If you harmed him, I'd have little recourse but to return the favor tenfold. The Laws of Heaven are quite clear on that. I will take you at your word for the moment.

[Too long fingers reach up to stroke her chin thoughtfully.]

Moving on. You are a knowledge spirit, yes? Are you able to see marks upon the mortal soul?

[Well, it's hard to miss his presence, even if she says nothing. Enjoy the show, Xellos. Saori rarely shows her real shape to anyone...]

Then in that case, ya can count on me stoppin' by! I got a ton of knowledge we can swap!

[He may be strict but he's no monster. At her question though he tilts his head.]

Heheheh. Then I suppose we're not going to have any problems then.

[Vegeta is impressed. He doesn't even need to explain what he'd do if someone showed up at his door for that.]

[The knowledge seeker sits beside him and also watches the show.]

[She tilts her head the opposite way, the gesture almost birdlike.]

A ban. A blessing. I've placed them on certain mortals throughout the village, including Helios. It's a mark of protection, placed on their soul.

[She waves a hand, and two letters appear in the air in glowing blue. 匿 and 土]

Did you see these?

[knowitowl]

Indeed.

[He will just have his unassuming knowledge seeker sneak in and take then when he's not looking. Thank you for confessing and letting him know your intentions Vegeta. That makes things easier for him.]

[knowitowl]

[Wan Shi Tong looks as the symbols appear.]

I did.

[windandrain]

[She snaps her fingers and they vanish.]

Then anyone you see with those markings is under my personal protection. If you can see the markings, that means you're a spirit of sufficient power to understand what that means. Harm those individuals, and we will have a problem.

Do you understand that, Wan Shi Tong?

[misterbrief]

Good. Then I can assume you'll be so kind that when more material that interests me comes in, I can come take it and dispose of it, isn't that right?

[No one is allowed to see his personal life. Unless it was a chapter that he wasn't in, then he wouldn't care, but really who has time to read all that manga when there's better things to do like train?]

I understand. But as a spirit you must understand my position as well. Should any of those under your protection decide to harm, steal, or abuse the knowledge here, we will also have a problem.

[windandrain]

I am no simple spirit, first of all.

[Airily, she waves a hand. Humility is not a virtue she possesses in spades.]

And second, that is the other thing you and I must discuss. These rules of yours will not be acceptable for the vast majority of the population. Particularly those who's stories exist in other realities.
